The Financial Investigation Skills Training (FIST) Program was a week long training of DOF Central Management Information Office personnel in financial investigation skills. It was held at the Asian Institute of Management Conference Center, Makati City, on March 29-April 2, 2004. FIST is part of the comprehensive plan of the DOF to continuously upgrade the investigation skills of RIPS personnel. Other participants came from the Office of the Ombudsman, Anti-Money Laundering Council, Bangko Sentral ng Pilipinas, Presidential Antigraft Commission, and the Antismuggling Intelligence and Investigation Center.
Messrs. Tobias Roche and Donald Yungbluth from the SAC Miami Asset Identification and Removal Group of U.S Immigration and Customs Enforcement (ICE), Department of Homeland Security, were the principal trainors. They specialize in financial investigation and asset forfeiture and have been involved in investigating major financial fraud cases.
